Select a random row with MySQL:

SELECT column FROM table
ORDER BY RAND()
LIMIT 1

Select a random row with PostgreSQL:

SELECT column FROM table
ORDER BY RANDOM()
LIMIT 1

Can it just be standard? Geeesh.
